
MAYOR John Moran has signed an order to complete the disposal of 31 acres of Council-owned land at Ballygrennan in Moyross.
Elected members granted a Section 183 in 2023, which provides a procedure for the disposal of land held by a local authority. A planning application for a mixed-use development on the site was then granted planning permission by Limerick City and County Council in 2024.
This land will now be disposed to Cluid Housing and Whitebox in a joint venture after the pair emerged as the successful bidders to develop the site, to be known as ‘Greenhills’.
The development will include 73 residential units, a neighbourhood centre with a pharmacy, drive-through, coffee shop, local convenience retail unit, day centre, a three-storey nursing home, and new ambulatory medical facility.
The development lines up with objectives of the Limerick Development Plan and is reinforced in 2024-2029 mayoral programme, the Council said, including revitalising the Moyross area and activating public lands for housing more quickly.
The project will also provide a significant jobs boost to the north of Limerick City, providing employment in the area (both during and after construction), upgraded medical facilities, improved infrastructure, and a boost to affordable housing options.
Mayor John Moran thanked colleagues in the Council’s housing and regeneration teams, along with elected members in both the current and previous term, for their work in getting this project shovel-ready.
“This is the moment for Moyross to begin to shape another new narrative โ one of resilience, creativity, and shared future โ building on the progress in recent years. Onwards and upwards – more for Moyross,” he said.
Pat Daly, director general of the Council has deemed this project as a “game changer” for Moyross.
“With planning permission secured, the official disposal of this land lays the foundation for a more vibrant, healthy, and sustainable community. We’re looking forward to seeing the delivery of a project that aligns so closely with our vision for a thriving, equitable Limerick,” he said.
A contractor has been identified and work is expected to begin shortly.
