Plans submitted for over 400 apartments on former Horizon Mall site

PLANS have been submitted for a large-scale residential development for over 400 apartments on the outskirts of Limerick City.

Proposals by Kirkland Investments Ltd will transform the former Horizon Mall on the Dublin Road to a multi-storey building of 403 apartments.

The proposed apartments, located adjacent to the Parkway Retail Park, includes 246 one-bed and 157 two-bed units as well as a multi-storey medical centre and a crèche on the lower-ground floor.

According to the architectural design statement by Reddy A+U, architects, the brownfield site has been identified as a mixed use development accommodating a combination of enterprise and employment and residential uses, supported by complementary community infrastructure.

“The zoning objective seeks to facilitate a balanced mix of primary residential uses alongside compatible commercial and employment activities, in a location benefiting from high levels of accessibility,” the statement read.

Planning permission was refused on the site by An Bord Pleanála in 2022. Reasons cited at the time included inconsistency with zoning objectives, future amenities in the area and the fact that it is situated in an area with large volumes of traffic.

These plans are the latest in a tranche of housing proposals, including the development of over 500 homes on the Monaleen Road. Permission was granted last month following a submission by Columbia Estates Management (IE) by Limerick City and County Council.

Plans for over 400 residential and student accommodation in the area were also announced earlier this year for 95 residential apartments and 22 houses between Groody Road and Caisleán Na hAbhann.
